I have a PC; can I download Mac App Store programs on it?

I'd like to be able to download x "something" (i can't see the name because the dialogue box is blocking the video) from the mac app store so that I can get codin'!

Unfortunately you can only code ios and Mac apps in Mac OS. You can't run Xcode without a Mac. I've been having the same problem. I finally ordered my MacBook Pro this week.
