I've put together a solution to this problem that, best I can tell, works in the workspaces environment. The error message on the code challenge isn't specific enough to be helpful in identifying why my code isn't considered a proper solution.

Just remove the comparison in the if statement
if topics.intersection(COURSES[course_title]):
classes.append(course_title)
In your case you are expecting the intersection to be the same as the topics, but what happens when for example we call the function as this:
covers({"Python", "Java"})
This should return Python basics and Java basics, as you can see removing the comparison with topics will check if there is an intersection, at least one item from topics is contained in a course.
