The task wants you to add an unordered list into the <nav>-Element. Inside this unordered list, add list items with the titles the task says :) What you did is you added three unordered list instead of one <ul> with three list items. Your <nav> should look like this:

<nav>
  <ul>
    <li>Portfolio</li>
    <li>About</li>
    <li>Contact</li>
  </ul>
</nav>

The challenge states: "Don’t add any list items or links just yet."

just adding

<nav>
  <ul></ul>
</nav>

is enough

also, you should use <li> as list items, like

<nav> <!-- NAVigation element -->
  <ul> <!-- Unordered List -->
    <li>#</li> <!-- List Item -->
    <li>#</li> <!-- List Item -->
    <li>#</li> <!-- List Item -->
  </ul>
</nav>
