PHP Enhancing a Simple PHP Application Cleaning URLs with Rewrite Rules Adding A Trailing Slash

I have tried every possibility of adding a trailing slash..

Maybe I don't understand how Apache works, I tried looking at the documentation. Why is my code not working?

RewriteEngine  On   
RewriteRule ^flavors/$ /all_flavors.php
RewriteRule ^flavors.php$ /flavors/ [R=301]

Just remove the .php from your last line:

RewriteEngine  On  
RewriteRule ^flavors/$ /all_flavors.php
RewriteRule ^flavors$ /flavors/ [R=301]
