I know that this is right but it keeps getting error on part 3

There is something wrong with your double quotes 

         <a href="index.html">Portfolio</a>

         <a href=“about.html”>About</a>
         <a href=“contact.html”>Contact</a>

Can you see the different?

Just change them to the same quotes you used for index.html and it's should work.
