I'd like to know if the interactive "momentum" progression timeline for my course is being ran by css, html & js?

I'm interested in seeing if this simulation is possible to be recreated.

I believe you're talking about the SVG animation seen when you complete a challenge. There does happen to be an intermediate-level course available on Animating SVG with CSS that you might enjoy. If you're not already familiar with SVG and/or CSS you may want to take some of the other courses mentioned in the introduction first.
