So I've looked at the php.ini file, and I'm understanding it as some kind of text based settings panel of sorts...but how does this text(?) file (I'm not sure what an ini file in general is) become the settings for your PHP debugging?

23,759 PointsThe php ini file is just a text file that contains a load of different settings and parameters for your PHP configuration. It gets read when PHP starts. Have you had a look at the PHP documentation? http://php.net/manual/en/configuration.file.php
