I can't figure out why this won't pass? I'm doing it the same as the example in the video and the same as suggested answers in the forums here and it still won't work.

$('#footer').load('footer.html');

- The challenge is not asking for you to create a function, it simply wants you to target #footer.
If we wanted to target an element with ID container we could do it like this:
$('#container');
- .load() requires a string parameter.
If we wanted to load a HTML document, into #container, called header.html, we could do it like this:
$('#container').load('header.html');

It should just be:
$('#footer').load('footer.html');
