In Workspaces, how do I get the current time in my time zone, whether or not it's Daylight Savings time?

You can set your time zone in the TZ environment variable using the "export" command. The format is: a 3-letter standard zone code, number of hours offset from UTC (may be negative), and a 3-letter DST zone code.

So, for someone in central U.S.:

export TZ=CST6CDT  

As long as both zone codes are used, the system will automatically apply DST when appropriate.
