The challenge is:

"inside the navigation element create three list items with words,"portfolio","about","contact".don't add links yet."

So you want to create the list items without anchor tags:

<nav>
      <ul>
          <li>Portfolio</li>
          <li>About</li>
          <li>Contact</li>
      </ul>
</nav>

You'll add the anchor tags in the 3rd step of the challenge. Also make sure you use a capitol C in Contact. Code challenges are picky about that sometimes.
