irb vs rails c

In the Ruby Foundations course with Jason, he used the terminal command "irb" to use the console. Hampton uses "rails c". Is there a notable difference?

Rails console is like loading IRB with your whole Rails application code inside, allowing you to interact with the app's database etc.

irb is Ruby console; rails c is Rails console, TWO different things; even though Rails console uses irb, they serve different purposes.
