4,483 PointsIs SVG, basically is the drawing or making graphics using mark ups or code? You draw a house for example using code?
I'm still overwhelmed with this part. I have never seen an Illustrator interface ever. I do not have any Photoshop skills as well, please pardon the question. Will this lesson be more easier for me to comprehend when I'm at the CSS track?

14,733 PointsSVG is a collection of points, values, colors, shapes etc that will define an image.
Yes, you can use code to draw your own images using SVG.
Yes, you can use CSS to manipulate an SVG drawing, usually size/shape, color etc.
It is recommended that you use software to create SVG files. It is much simpler than trying to draw it yourself. If you are interested I would take a look at Inkscape ... excellent program for creating SVG files and its free. You can also have a look at Gimp for image manipulation, this one does much more than just SVG's (great for all kinds of image trickery).
Also, have a look at this Youtube Channel .. this guy does a nice job at showing how to use Inkscape and Gimp.
Just suggestions on all of this as there are multiple programs to create SVG's and youtube channels for tutorials...pick you poison.
Hope this helps
