Is testing is mandatory in developing an Application in ruby on rails?

I am new to software development, is testing the application is mandatory while developing the ruby on rails application?

It's not mandatory but it's essentially for all apps except very small ones, when developing the app becomes extremely difficult with no tests. Google pros and cons of TDD, something like that.
