Is there a specific reason to create the ul element inside the function rather than in global scope?

I think it is the same and why not define the ul element on top so that we can use it in other functions?

It's only the variable that has function scope, that that makes sense because it is only used within the function.

The element itself, like all DOM elements, does not have scope limitations like program variables do.
