Issue installing Rails

I am running Ubuntu 16 and I have installed Ruby2.3 (I verified by typing 'ruby2.3 -v'), but when I attempt to install rails ('gem install rails'), command line responds 'The program 'gem' is currently not installed. You can install it by typing: sudo apt install ruby'
