It keeps telling me to add a charset to my meta tag which has already been completed...

The final code should look like:

<!DOCTYPE html>
<html>
  <head>
    <meta charset="utf8">
    <title></title>
  </head>
  <body>
    <header></header>
    <section></section>
    <footer></footer>
  </body>
</html>

You also missed the footer.

I'll check this answer now but mt initial comment would be "remove the spaces".

This works OK - I think your spaces around the equals sign were the problem:
