Its not picking up the configuration xml file on windows 10, is there any known issue? or a way to force?

did all what the instructor makes on the video, but it seems that it is ignoring my xml file, output doesnt have the same coloring.

the xml file is on the root of the project folder.

'<phpunit bootstrap="vendor/autoload.php" colors="true"></phpunit>'

tried with the following command too, without success...

vendor/bin/phpunit --config /phpunit.xml
