You don't need to log it to the console!
All you need is this
var userName = id.toUpperCase()+ "#" + lastName.toUpperCase();

13,898 PointsIt says it's undefined because you're trying to assign to userName the return value of the function console.log. You should assign to userName only the string concatenation, so just take off the console.log part and the parenthesis. It should look something like this:
var id = "23188xtr";
var lastName = "Smith";
var userName = id.toUpperCase() + "#" + lastName.toUpperCase()
