HTML How to Make a Website Creating HTML Content Create Navigation with Lists

<li><a href="index.html">Portfolio</a></li> I get an error : the Portfolio list item should be linked to index.html

but I don't what is wrong with the code.

You just have your nav inside the wrong place. Currently you have it all wrapped inside of the bigger anchor element linking to index.html, but it needs to be below that. Try this:
