Can you set a different charset for the body <body> ?

You can just define which charset you want to use using CSS. e.g. below.

body {
  font-family: 'Open Sans', sans-serif;
}   

As long as you have correctly loaded the charset in your HTML's head.

e.g.

<link href='http://fonts.googleapis.com/css?family=Changa+One|Open+Sans:400italic,700italic,400,700,800' rel='stylesheet' type='text/css'>
