HTML How to Make a Website HTML First Use HTML Elements

meta charset would be in <head>. but, said it is wrong. why?

I input charset code in head section. what is wrong? I put a value follow by 'utf-8' on it. but, it is wrong, too. why is wrong?

This seemed to work for me, not sure how what you described is different:

<!doctype html>
<html>
  <head>
    <meta charset="utf-8">
  </head>
  <body>

  </body>
</html>
