<p>Welcome to Ye Olde Ice Cream Shoppe. We sell <?php echo count($flavors); ?> flavors of ice cream.</p>
<ul>
<?php foreach($flavors as $flavor){ ?>
<li><?php echo $flavor; ?></li>
<?php }; ?>
</ul>
In your code, you use $flavors[theindex], but there is not need to do that as you use a foreach loop ! Your flavors are stored temporary in $flavor each loop. That's why you just need to use $flavor to display them.
