While I don't have personal experience with it, https://pixlr.com/ looks pretty promising. Although, I'd have to say that having a copy of Photoshop or even Sketch (http://bohemiancoding.com/sketch/) would definitely be good to have moving forward.

If you want to adjust the image size both Apple OSX and Windows usually have a free preview program that you can open your image up in and resize. These are free programs within the operating system. I use preview in OSX 10.7. Open up the photo, go to Tools and adjust size. I always save the resized photo as a different name, to not overwrite the original.

There are many online sites that will resize your photo too. http://www.hongkiat.com/blog/resize-your-images-online-without-photoshop/

I believe that Windows has a similar program called Photo Gallery. Microsoft gives these instructions on adjusting size in that program. http://windows.microsoft.com/en-us/windows-live/photo-gallery-edit-photos-faq

Select the photos you want to resize, and then on the Edit tab, in the Properties group, click Resize.

Click the Select a size list, and then select a size for your photos. For a custom size, in the Maximum dimensions box, enter the maximum width you want your photos to be.

Click Resize and save. To save resized photos to another location, click Browse, and then select an existing folder to save your resized photo in.
