if car_speed == 40 && car_speed <= 50

In plain English what says is

If the car's speed is equal to 40 and the car's speed is less than 50

As written it would only apply if a car is going exactly 40.

Instead you want change it to say

If the car's speed is greater than l40 and the car's speed is less than 50
