normalize is being "refused"

When trying to run normalize I get an error in the console that says, "refused to apply style from normalize.css because it's MIME type (text/html) is not a supported stylesheet MIME type and strict MIME checking is enabled."

I am using VS Code, is there a default setting in this text editor that doesn't allow this link?
