HTML How to Make a Website Creating HTML Content Include External CSS

Normalize.css

Is normalize.css a file you have to create and write out for yourself or is it a preset tool that is used when creating websites?

When someone mentions normalize.css they usually refer to this one: http://necolas.github.io/normalize.css/ by Nicolas Gallagher. Nothing would impede you to write a couple of rules yourself but you would be probably better off using something that has been battle tested and with a wide spread usage.

Pedro Cabral, can normalize.css be used in any webpage without worry of copyright infringement? Or do you need permission to use it, outside of this course?

The license is available here, but in short: yes, you can use it in any project.
