normalize.css?everytime?

It 'always need to include the file normalize.css in all websites?, Or we are using it only in this case? Thanks

The normalize file is just a css template to cancel out the browsers default settings for how it believes a website should be formatted. If you read the code inside the normalize file you will see padding and margins and all sorts of code to counter the browsers default settings. As the name states it normalizes your webpage in the browser. It's not necessary as you can make your own. hope this helps!
