PANIC: Missing emulator engine program for 'arm' CPUS.

Whenever i run emulator it shows this . i downloaded the whole api 14 package in sdk manager. still ? any thoughts ?

This was the case for any CPU/ABI target I selected. I checked my sdk/tools directory and it did contain all of the files emulator64-* (arm, mips, x86). There were no issues with Anti-Virus blocking these directories or files.

I was able to resolve this by renaming emulator64-arm to emulator-arm. similarly others too
