Pasting in place doesn't add to new layer

I followed the steps in the video exactly... multiple times... and pasting the layers in place in the 480 and 1200 layer worked. Preview there. Visibility buttons work to hide/unhide the layers. When I do the same steps for the Header/Nav/Content/Footer, it doesn't work. There is no preview. The visibility buttons don't hide/unhide the layer. Any troubleshooting suggestions?

I was having the same issue and couldn't figure out why it was happening. Finally figured it out. First highlight the part that you are working on. Control X to cut it. Then you need to click the "circle" to target the specific layer and you also have to click inside that specific layer to highlight it as well. Then "Paste in Place." Hopefully that helps.
