I'm using windows 10 (with chrome) and am able to drag files out of a directory view and to the bottom left corner of the workspace, or use the Workspace's File menu and click upload file. Both seem to work. so nothing innately wrong with windows 10 on this one. If what you're doing is solid, then you might want to email support.

First, make sure your pictures aren't inside a zip file. If they are currently in a zip file, you're going to have to extract them first. They are still in a compressed format and cannot be uploaded this way.

I am also using Windows 10 (and ubuntu on occasion) and file upload works properly for me. On the top row you should have a menu with File/view etc. Try clicking on File -> upload. That may work for you. Also when you drag the files over to the left, drag them to the bottom left until a little square with a plus appears. If you drag it too far up on the left side, it won't work either.
