Please Help

Here is my code:

$flavors = array ("Chocolate", "Vanilla", "Strawberry");

it looks like you dont fully understand how the for each loop works. A for each loop loops through each element of the array and you can access that element in the working variable you declared. so instead of 

<?php foreach ($flavors as $flavor) { ?> 
<?php echo $flavors[1]; ?> <?php echo $flavors[2]; ?> <?php echo $flavors[3];?> 
 <? } ?>

try using

<?php foreach ($flavors as $flavor) { ?> 
 <?php echo $flavor;?> 
 <? } ?>

notice how I use the working variable $flavor you declared in ($flavors as $flavor) to access the element in the array, not a specific index. Basically the for each says "Im gonna loop through this array, here is a working variable that you can use to reference elements in the array so that you can do stuff to them in the loop body"
