It makes browsers render all elements more consistently.

You have it load before your style sheets to have browser specific styles stripped / all set to the same things. This allows your styles to look consistent over multiple browsers. Safari has different default styles than Chrome, as an example, but we want our sites to look the same and function the same across multiple browsers.
