HTML How to Make a Website Creating HTML Content Organize with Unordered Lists

Project files on workspace won't go into folder. Windows 10 unzipped files appear after lots of cut & paste

None of the directions seemed to work. They show up just as they should in dark area on left but won't go into folder.. Eventually just cut and pasted individual downloaded files. Using a Dell laptop. I don't think I need to attach code as I don't think this is coding issue.
