Put a set of anchor tags around "Menu" in the last list item

Can u plz give me an example of step 1 I'm so confused.

The question says put a set of anchor tags around menu. The anchor tag without any attributes values to it is just <a> and closed off with </a>. Href is an attribute to the anchor tag. So <a href=""></a>. But the question does not say to add any attributes to the anchor tags that you wrap around the menu text in the <li> tags.
