5,353 PointsTypically yes, or another server side language. You can create a simple form to send say an email with regular html and create a message.However, for more dynamic you'd want to use PHP or another server side language.
As for your second question, yes you'd put a link to your PHP file in the "action" value so the form can use the PHP code to process that file.
