RandomState and seed value

Can anyone please explain this in simple way? what is the seed value and why are we using it.

Without the "seed", the program will create the same sequence of "random" values each time you run it, which will make the program operation predictable. This can be useful for testing but not desirable in actual use.

The "seed" picks a starting point for the sequence, so as long as you use a different seed value, the sequence of random numbers will also be different. This is why the date and time are popular sources for the seed value.
