231,269 PointsThe HTML file tries to load "Resume.css", but there is no file by that name to load. The file system in the workspace is case-sensitive, so the file named "resume.css" (with lower-case "r") doesn't count.
If you change the file name, it will load but it won't so anything since it's empty (as Kyle pointed out).
