"The shout.js file that will contain JavaScript code. To use this code in the index.html file add the correct HTML to load the external JavaScript file into the index.html page. Make sure to add your code inside the <body> of the page."

The instructions tell you to use the script tag to link to the JavaScript file. It also tells you where to put it, in between the <body></body> tags So...
