select and style by class

I have tried to add a <h2>class="card-title">Background</h2> the class= is not red like the other class= above it and I shows up on my web page as class="card-title">Background instead of Background and I cannot proceed with adding a boarder around it. I cannot see any typos. Any help appreciated
