Select Tag within Form Tag, but Exercise Says It's Not

The select tag is within the form tag, but it's not accepting the declaration as within the form tag. I'm confused.

The new select element isn't being seen because the closing h1 tag above it got changed.

      <h1>Shirt Order Form</h1>  <!-- closing ">" symbol was missing -->

The red in the syntax coloring is a clue.
