Should I be adding this to the responsive.css? If so how do I get there? If not, what am I missing for my break point?

I copy and pasted your code:

@media screen and (min-width: 480px) {
  h1 {
    font-size: 2.5em;
  }
}

at the bottom of the page in the challenge and it passed just fine. Were you just wondering where to put it?

I think I get what your asking. In the videos media queries are put in a separate file. They don't have to be. They can go in the same CSS file. I think at the bottom of the page, but I'm not really sure about that. But the bottom of the page is where I put your media query
