Shouldn't this still work? Need to echo out an unordered list IF $recommendations array isn't empty.

<?php
$recommendations = array();

?><html>
<body>

    <h1>Flavor Recommendations</h1>

<?php
        if($recommendations !="") {
            echo '<ul>';
        foreach($recommendations as $flavor) {
            echo '<li>' .  $flavor . '</li>'; }
            echo '</ul>';
        }
?>

</body>
</html>

  <?php if ($recommendations == "") {
    echo '<ul>'; ?>
        <?php foreach($recommendations as $flavor) { ?>
            <li><?php echo $flavor; ?></li>
        <?php } ?>
  <?php echo '</ul>'; }?>

try using:

<?php
  if(!empty($recommendations)) {
    foreach($recommendations as $flavor) {
      echo $flavor;
    } ;
  };
?>
