It's asking you to get a reference to the html button element with an id of "sayPhrase" and to set the button variable equal to that reference.

The video directly preceeding this challenge Select a Page Element By Its Id shows you how to select html elements by id. The code required for this challenge is very similar to the one shown off in that video.
