An attribute might have a string value, but that would be an entire string. A "substring" is just a part of a string.

For example, in a string containing the word "balloon", one possible substring of it would be "all". So if we had a "contains" selector for class like this:

div[class*="all"] { }

This would match a div element that had the class "balloon", but it would also match one with a class of "fallout" or "wall".
