HTML How to Make a Website Creating HTML Content Include External CSS

This normalize.css won't drag and drop into the workspace. I have not had this issue before. What could be wrong?

It doesn't matter how many times I've tried to drag and drop the normalize file, it won't show up in the workspace. I haven't had this problem before and I am not sure how to continue this video without being able to use the normalize file.

I have never actually drag and dropped a file into the workspace.

What I would do it go to file -> new and then just copy and paste the normalize code into a new file.
