Trouble starting

I am having a massive brain failure and cannot figure out how to start this code. Please help!! Do I need to start with another if statement?

I've been stuck on this too! I have no idea. This is all I've got so far, and it's wrong. 

var list = document.getElementsByTagName('ul')[0];

list.addEventListener('click', function(e) {
  if (e.target.tagName == 'BUTTON') {
    if(e.target.className == 'highlight'){
      let p= e.target.parentNode;
      let prevP= p.previousElementsSibling;
      p.insertBefore(p,prevP);
    }
