2,047 PointsI finally got this working and will provide the answer. That said, I would like to state that I'm aware that this answer may not be so helpful for others.
At the end of the installation for the original HP USB driver software, it displayed a dialogue with 4 found USB devices, one of which was the previously noted MT65xx Android device which had the exclamation on it. Following, another dialogue displayed which had some message about displaying additional items and the option simply said, "Yes, recommended" so I clicked that and it went in to a search which said, "Checking Windows Update." I'm not sure how this was different than my manual check on Windows update but this resulted in the device driver loading successfully and now in device manager I have an Android HTC device showing up.
This also allowed me to see the device in Android Studio and all seems to be working now.
