My final answer is var userName = id.toUpperCase() + "#" + lastName.toUpperCase(); however it keeps saying that task 1 is not passing. What mistake am I making here?

You need to concatenate strings in a single line, that's how you will pass this challenge.
Correct Solution:
var id = "23188xtr";
var lastName = "Smith";
var userName = id.toUpperCase() + "#" + lastName.toUpperCase();
