wHAT AM I DOING WRONG!!!! i HAVE SET THE CHARSET = UTF-8 IN THE META TAG

Delete that "-" you have between the F and 8.

Thanks for answering but that wasn't the problem, for some reason the workspace didnt like the space between the equals sign and the "" so when I did this <meta charset="utf-8"> it worked
