What does "don't forget a head tag" mean?

I'm getting this "Bummer!" response. I originally had just <head></head> and <body></body> but I got the "don't forget a head tag error. Now I tried to add the meta and title and I still get the error.

Hi Susan!!! As this bummer said, I think you might write a wrong <head> tag or in a wrong place.

Make sure your html structure is like this:

<!DOCTYPE html>
<html>
<head>
  <!--you can add <meta> and <title> in here-->
</head>
<body>
  <!--you can add <header>, <section> and <footer> in here-->
</body>
</html>
